“The infirmary directors have made application for the appointment of a guardian for Albert Duncan, a soldier confined in the infirmary. Duncan draws a pension and spends same for intoxicants, then depends on the county to keep him. The idea is to have a guardian to draw his money and so issue it to him that it will go further and more to his advantage.”1
