While traveling north on US 23 towards Chillicothe, Ohio, we stopped at Floral Hills Memory Gardens in Ross County to appreciate the hard work of a small group of volunteers who have been maintaining this 37-acre cemetery. Eleven years ago, Ronald Downey and Joseph Miller, the cemeteries’ owners organized under the Serenity Group of Ohio, failed to register with the Ohio Department of Commerce and certify that there was enough money to care for the grave sites and honor prepaid purchases of markers and plots. Since then piecemeal restitution has been made to the families of those affected, and the ownership of the cemetery held in limbo despite new Ohio laws written to protect active cemeteries. For the last seven years individuals and groups of volunteers have maintained this expansive area seen in the video.
